The New City Hall, with a modernist architectural expression, is a government sponsored project that aims to reconstruct the image of prominence and significance that was lost when the old City Hall collapsed after a fateful fire. Its front and left façades face a baseball park and the Colon’s industrial port while the rear and right façades face a deteriorated residential development. The slender columns and the large cantilevered eaves in the main façade make reference to the classical Doric columns and pediment of the old City Hall.

The opaque treatment of the ground level façade protects the building from vandalism by avoiding large glass windows and by keeping to a minimum entrances and large perforations.  The second and third levels have glazed façades to take advantage of the natural light but are protected from direct sunlight and rain with a metallic sunshade device. The Assembly Hall at the top level of the building has a glazed gallery for people to congregate before attending municipal government meetings and assemblies and to enjoy the city views and the shipping activity at the bay area.
